Carver Park & Mona Park were not pushing Compton Crips in (1971), they were Eastside Crips in L.A County (Willowbrook/Watts Area). They were an extention of Raymond Washington and the Eastside Crips. Willowbrook was never a city. Its an unincorporated area under Los Angeles County's jurisdiction. Its governed by L.A County and Policed by L.A County Sheriffs. County Jail & City Jails two different things.

City Jails feed into the County Jail.

You get booked at local Jails then transferred to the County.

Where you sit and go to Court. So the whole L.A County Gang Scene is slammed down in the same system.
