This is right from Alonso's history of 112 Hoover Criminals

Just like all the other Hoovers they used to claim "Crip" but because of their deep rooted rivalries with many other Crip gangs, they decided around 1995 to not claim Crip anymore. The kept their initials, HCG, but the "C" stood for "Criminals."
