The Christian bikers have clubs not gangs although Victory Outreach does have a club called GANG for the youth.

A street gang is:

Three or more people,

who share a unique name or have identifiable marks or symbols, (such as tattoos, wearing certain styles of clothing, colors, hairstyles, graffiti, etc.)

Associate together on a regular basis and sometimes claim a specific location or territory,

have an identifiable organization or hierarchy, (although the leader for one type of criminal activity may be different from that of another criminal activity),

and either individually or collectively engage in antisocial, unlawful or criminal activity in an effort to further the gang's social or economical status.

Who is a criminal gang member?
A person who meets two or more of these criteria:
· Admits to criminal street gang membership;
· Is identified as a gang member by a parent/guardian;
· Is identified as a gang member by a documented reliable informant;
· Reside/frequents a gang's area, adopts their style of dress, hand signs, or tattoos, and associates with known gang members;
· Is identified as a gang member by an informant of previously untested reliability and such identification is corroborated by independent information;
· Was arrested more than once in the company of identified gang member for offenses which are consistent with usual criminal street gang activity;
· Is identified as a criminal street gang member by physical evidence such as photographs or other documentation;
· Was stopped in the company of known criminal street gang members four or more times.

IDENTIFIERS
What distinguishes a gang from other groups is that a gang’s activities are either criminal or threatening to the general public. A gang member can be identified if they fit the following criteria:
Category I Type Identifiers - Each of the following identifiers establishes criminal gang membership in and of itself.
Self-Admission - The individual admits his membership to a specific street gang.
Tattoos - A person displays tattoo(s) of a particular street gang on their body.
Other Law Enforcement Agencies - Information received from other law enforcement agencies on gang membership, but depending on the agency’s criteria for establishing gang membership, other identifiers may be required.
Category II Type Identifiers - A combination of at least two or more of the following identifiers must be established to classify an individual into a criminal street gang. Category II type identifiers need to also be viewed collectively in order to establish street gang membership.
Clothing - The person is observed wearing clothing commonly associated with a specific gang or clothing that displays gang symbols and/or slogans.
Jewelry - An individual is observed wearing/displaying jewelry that represents association with a gang.
Signs - A person is observed displaying gang signs by hand or gesture that represents association with a particular gang, or they are seen displaying hand signs or gestures showing disrespect toward a rival gang.
Associations (Individuals/Locations) - The individual is repeatedly observed in known gang areas (called “turf”) and/or with other known identified gang members.
Informants - a reliable informant has identified someone as a gang member.
Gang Memorabilia - The person is in a photograph or listed in documents that indicate gang association, i.e., gang roll call or homeboy lists.

Is that what you mean by gang? Or a car club?
