Burbank barrios

Burbank has a few barrios active . i posted a list at:

In the early 1990s the Elmwood click has a quasi injunction against them on one city block. But i think they are still active. And remember a Burbank po po was gunned down last year.

For cats in Burbank, like there is no war for them to get into. Burbank is mostly a rich city, so when they roll into cheaper areas or just go straight into the Vallies, then there might be couple of beefs or two.

sylmar to bang and start beefs kuz thos are some bad parts especially

BTR Burbank Trece Rifa, always beefing with N.E.L.As. gangs since back in the 70s. Not too active now a days, but definitely had pedo with TVR ToonerVille, some of it because when BTR 1st came on the scene, many NELA gangs thought that BTR stood for Barrio Toonerville Rifa, at least those in the HighLand Park / Cypress Park / Eagle Rock communities, so a lot of pedo came their way, therefore they took it out mostly on TVR whom was at the time their closest "neighbor", as well as their problem originator with some N.E.L.A. varrios.

Burbank is included on the list because it is a seperate City. It is not part of Los Angeles City. So every city has a seperate list.

That is not what I ment Alonso. I ment that Burbank cats and even cats in Glendale try to be ghetto and gutter, but they cant cos they both rich cities. Glendale and Burbank are like brothers that unite to stay away from Los Angeles taking all their money if there was a merger. Its funny because he thinks I did not know that.

I dont think theres any real serious gangs out there. I always get stopped by cops there. I cant see it being a gang city when the cops have nothing better to do than hassle innocent people.

i am not going to rag on how little you people know about gangs, in or around BERbank, if you want to see numbers so be it, look up 1997 numbers, BERbank was tied with 3 other areas for the most gang related murders, BARRIO ELMWOOD RIFA wasn't the first modern day injunction for nothing, it was tagged as the most dangerous deadend in the valley, now as for being a rich area, well hate to burst your bubble, but every city has its ghettos. Barrio ELMWOOD RIFA, has been around over 25 yrs now, most of us are in prison doing life, out of all the barrios in the area, ELMWOOD STREET is respected in and out side of the system. now i am not saying this cause i am from elmwood, every gang has it knuckle heads. we bang against from vineland to gardena, northside bolen, florence, playboys and to many more to mention, let me tell you this though, if you go into the wrong area, not just BERbank, you will find out real quick things can turn bad, BERBANK IS SMALL, but we are on the map and there is a reason, just 6 months ago elmwood gang member was arrested for shooting up four people in glendale in a mini mart, one thing you have to realize is BERbank city keeps these things hush hush, so it doesnt bring down the home value of BERbank...

INTRODUCTION

The purpose of this staff report is to provide information regarding the status of gang activity in the City of Burbank. The report will address the history of Burbank gangs, criminal activity trends, intervention techniques employed by the Police Department, city resources, and community groups, and recommendations for the future. As always, the report will not dignify the gangs by mentioning them by name.

HISTORY/INTERVENTION

The first Burbank street gang originated in the mid 1970’s when a "traditional" Hispanic street gang formed with an approximate membership of 25 to 40. During the early years, gangs were not perceived as a large problem. Patrol officers and investigators knew the local gang members, and were aware of the "hot spots" where the mostly minor gang activity was taking place. Although there were a few violent incidents in the early 1980’s, this gang was not much of a concern until 1985, when six members shot and beat a rival to death. As a result, a detective was assigned to maintain a gang intelligence record on a part-time basis. This file was compiled mostly from field interview cards, and was kept in a box. The murder suspects were successfully prosecuted, and gang activity was almost non-existent for the next two years.

In 1987 two additional gangs formed in the city. One of the gangs grew out of a group of 15 to 25 Hispanic youths that lived around the 100 block of West Elmwood and considered themselves a football team. They played pick-up style football games against other neighborhoods in Glendale and North Hollywood. It was not long before these "football games" digressed into fights. The Burbank team soon started taking on gang characteristics, including graffiti, extortion, thefts, and assaults. The neighboring "teams" also became criminal street gangs in Glendale and North Hollywood.


The third Burbank street gang was created when a group of primarily white students banded together to "protect themselves" from Hispanic gang members at John Burroughs High School. These troubled youths were probably searching for a reason to participate in any type of inappropriate behavior, and forming a gang was the perfect vehicle.

Members of established gangs from other areas also began moving into Burbank and the surrounding cities. Many of these moves were the result of frustrated parents emigrating from traditional gang zones in an attempt to transplant their children into a safer environment. More often than not, however, this resulted in a "clique" of another city’s gang problem forming in Burbank. By the end of 1987, the Police Department had confirmed that there were approximately 400 gang members living in the city.

In 1988, as the number of gang crimes continued to increase, three officers were assigned to work with a Juvenile Detail detective to engage in focused proactive patrol. These officers were later reassigned as manpower commitments changed. During this year, the City Attorney’s Office and Police Department produced a unique solution to attack a problem at a residence where gang members were gathering. A civil restraining order was obtained that enjoined members of the gang from committing any criminal violations at the location and from loitering on any other property.

As gang activity and violence increased across the county, many gangs formed loose alliances to counter attacks from rivals. During this "grouping up" period, Burbank saw a significant increase in the amount of gangs and gang members active in the city. In 1989, a detective assigned to the Crimes vs. Persons Detail was given the responsibility of monitoring gang activity and investigating gang related crimes along with his other cases. He was also asked to develop and maintain intelligence files on local gangs. The information was needed to assist in the identification and successful prosecution of gang members, and to provide current and accurate information regarding the scope of local gang activity.

As gang membership and incidents continued to soar, the gang detective was exclusively assigned to investigate gang-related activity. Soon, the caseload was so extensive that a second detective was added. Several patrol officers who had expressed an interest in working with gangs were given additional training, and assigned to patrol areas with a high number of gang incidents.

By 1990, there was enough criminal activity and available intelligence information to certify three Burbank specific gangs as "criminal street gangs" under the definition provided in the Street Terrorism and Prevention Act of the California Penal Code. Still, gang membership was swelling, and related crimes were becoming increasing violent. During this time there was a significant paradigm shift, with the department and city leaders finally acknowledging that gangs were a community problem requiring multi-faceted solutions; aggressive city, police, and community intervention began.

The Police Department’s first full-time Gang Detail was created in 1991. Comprised of two detectives supported by the Special Enforcement Detail, the Gang Detail continued to focus on gathering intelligence, successfully prosecuting gang members, and networking with the community to identify "at risk" youth in order to provide positive alternative programs. The Intelligence Officer created a gang file for the department computer that gave officers immediate access to information on local gang cases, and also designed the Gang Computer Aided Tracking System to assist in establishing trends and gang hot spots.

In April of 1991, the Burbank OutReach Center opened, and began to provide services to Burbank families in a collaborative effort that reduced duplication of work, and helped participating agencies provide more efficient services. In January 1992, the Career Connection Jobs Program was implemented. Many of the participants in this program were identified as "at risk" of gang involvement.

Despite the continuing police and community intervention, gang crime continued to rise, and by June 1992, there were ten active criminal street gangs in the city with a combined membership of over 1000. One particularly violent area was the 100 block of West Elmwood. In October of 1992, the City Attorney’s Office and Police Department expanded upon the idea of using a civil action to attack gangs, and successfully obtained a temporary restraining order restricting dozens of specifically named gang members from even gathering on the block. This order, later a permanent injunction, was the first of its kind, and has become a national model on civil mandates pertaining to neighborhood street gangs. In 1993, two police officers and a supervisor were added to the Gang Detail, doubling the size of the police manpower commitment.

During 1994 and 1995, city and community involvement continued with the redevelopment of the 100 block of West Elmwood, the creation of the Elmwood Achievement Center, and the implementation of the B.E.S.T. jobs program. Over the years, many community organizations, including local churches, the Boys and Girls Club, YMCA, and others have committed extensive resources to providing alternatives to at risk youth. This combined intervention by the police, other city departments, and community groups began to show tangible results as the number of active gang members and gang related activities in the city began a steady decline.

Along with enforcement efforts, the Police Department, the School District, and the OutReach Center have taken every opportunity to educate the target audience, which includes children of traditional gang age and their parents. Gang information is included in the D.A.R.E. curriculum, and officers have conducted numerous training sessions with school staff to increase gang awareness, prevention, and intervention on campuses. Police and OutReach personnel have participated on several task forces and have given countless community talks. The topic has also been featured on the Street Beat television program.

Traditionally, law enforcement dealt only with the product of gang membership and gang activity through the investigation of gang crimes. Studies of gang societies, however, have identified the following four lifecycle phases that take 10 to 15 years to run their course:

Infatuation – Youth at risk (generally first to sixth grade age) looking up to or admiring gang member role models within the neighborhood. This behavior plants the seed for gang recruitment later in life.
Association – Youth at risk (generally sixth to eighth grade age) congregating with gang members, violating curfew and alcohol laws, and dressing like gang members.
Membership – Youth at risk joining the gang, actively participating and directing crimes of violence and other gang related activities, and recruitment of others to join the gang in order to expand the influence and notoriety of the gang.
Termination – Many gang members eventually reject the gang lifestyle through death, incarceration, marriage, or gainful employment.
Traditional law enforcement response concentrated primarily on only one of these phases. We now understand that it is important to utilize all available community resources to attack the first three cycles to eradicate the disease itself, and vaccinate the community against further outbreaks of the infection.

CRIMINAL ACTIVITY

Statistics show that starting in 1990, there was a rapid increase in gang related incidents in Burbank. During that year, there were 144 gang crimes including 28 felony assaults and four robberies. Police arrested 124 persons for gang related crimes. By 1992, just after the Police Department and the community began aggressive intervention, the number of crimes had almost doubled to 246, including 51 felonious assaults and 33 robberies. Arrests also rose dramatically to 256.

As police pressure and community alternatives remained in place, the gang picture began shifting. The number of gang related crimes stayed relatively high for the next three years, but many of the crimes during that period resulted from increased police presence. Aggressive, "letter of the law" enforcement produced arrests for minor violations that were reported as crimes. As gang officers gained expertise, their knowledge of the individuals involved in the gangs also allowed them to solve crimes that previously would have gone undetected. Most importantly, the violent crime picture also shifted during this time. Although the number of crimes peaked at 271 in 1994, there were only 22 felony assaults and 12 robberies. Police arrested 254 people for gang related incidents. Since that time, there has been a steady decline in criminal incidents and arrests. In 1998, there were 170 gang-related crimes with 15 assaults, 8 robberies, and 132 arrests.

Graffiti is the "newspaper of the street." Gangs use it to mark territory, list members, issue challenges, announce future actions, and commemorate past events. As such, it is an excellent barometer to gauge the amount and intensity of gang activity. It is generally accepted that a large amount of gang graffiti is indicative of a major gang presence and problem. The experience in Burbank supports that theory, with the incidence of graffiti mirroring other criminal activity.

Graffiti not only promotes gang rivalries, but also lowers property values, and contributes to the perception that a particular neighborhood is unsafe. The city realized many years ago that immediate removal of graffiti is an excellent tactic to help deter gang activity, and contracted with a private vendor for the service. Public Works records show that the number of graffiti sites reported to the contractor rose steadily from 1990, peaking in 1992 with 8853 before beginning to decline. Accurate figures could not be obtained for 1994 or 1995, but since 1996, when there were 4972, the number has continued to diminish. Through November of 1998, there were 3528. Extrapolating that figure out for the full year (3849) indicates a decrease of approximately 23% in the amount of graffiti since 1996, and 57% since 1992.

CURRENT GANG PICTURE

As a result of accurate intelligence and focused investigations, many hardcore gang members have been sentenced to state prison for crimes they committed in Burbank during the past few years. Currently, there are six criminal street gangs active in Burbank with a combined membership of approximately 375. Of the three original Burbank gangs, one has ceased to exist, another has fewer than 20 active members, and the third has been severely crippled.

The effects of police and community efforts on criminal street gangs can best be summed up by a recent conversation Gang Sergeant Eric Rosoff had with an "OG" (original gangster) that he had known for years. Sergeant Rosoff commented on how the gang had faded away until there were only a handful of members left, and discussed "the old times" when there were various locations around the city where on some nights as many as 40 or 50 gang members would congregate.

The veteran gang member said, "Nobody wants to bang no more… Burbank’s a burn man." Loosely translated, he was saying that kids are not getting involved in gangs because the community has provided consistent enforcement practices and positive alternatives. Gang members from all over hesitate to engage in criminal activity in Burbank because it is well known that the citizens will call the police, and officers will respond immediately to take appropriate action.

CONCLUSIONS AND RECOMMENDATIONS

Although the statistics are encouraging, it is our belief that we must stay diligent in our efforts regarding criminal street gangs. Within a few hundred yards of our border with North Hollywood, two violent criminal street gangs are very active. In the early 1990’s both of these gangs were aligned with, or rivals of, Burbank gangs. There is no doubt that these gangs and others would be active once again in Burbank if there was a feeling that they could avoid police contact or find a potential group of new members.

The Police Department is also well aware that the perception of a problem is a problem itself. Regardless of the actual crime picture, if people do not feel secure in their homes or are afraid to frequent an area, our job is not complete. Although we can empirically prove that Burbank is a much safer place than it was a few years ago, we can not afford to diminish our emphasis in the gang arena. We believe that it is important for the Police Department and City to:

Maintain the Gang Detail. Although it is tempting to decrease manpower when crime diminishes, the intelligence information provided by this unit is invaluable. Due to our high profile focused approach, gang members understand that officers in this detail know them by name. "Personalized" enforcement is an extremely effective deterrent.
Continue the commitment to the OutReach Center. The access to school district, probation, and social services resources is invaluable. An excellent example of synergy, this organization has been extremely effective in providing necessary direction to at-risk youth. The presence of the probation officer is especially beneficial, because gang members on active probation are subjected to immediate consequences rather than waiting the days, weeks, or months required through the normal judicial process.
Continue to support jobs programs for youth. The city’s leadership in this area may be the single most effective alternative pertaining to keeping kids out of gangs. Along with a source of income, these programs also provide self-esteem and mentoring.
Continue to support community based intervention programs.
In conclusion, we feel that the community has done a tremendous job in dealing with this complicated societal issue. Our job is not done by a long shot. If we stop to pat ourselves on the back, the gang members will return. There is cause for optimism, however, knowing that through hard work and communication, we are in the enviable position of being in control of the situation while some neighboring communities just "hope for the best." We realize that we may never eliminate gangs from our city, but it should continue to be our goal.

It is recommended that the Council note and file this report.

Shooting arrest
Here's an update from the Glendale Police Department with the names of the two guys arrested in that shooting incident from last month (see yesterday's "Shooting up the minimart"). The names of the two men arrested are Natividad Delossantos, 37, and Armando Martinez Jr., 26.

Shooting up the minimart
Glendale police say they have nabbed a suspect who shot up a minimart in an attempt to murder another individual. The shooting happened at a minimart on Lake Street and Western Avenue back on Sept. 21, said Detective Keith Soboleski of the Glendale Police Department. The shooter fired into the store from the doorway, missing his intended target but breaking a few items on the shelves, Soboleski said. He was accompanied by an alleged accomplice. There were a few other people in the minimart, and the police is considering them victims as well.

On Sept. 27, a SWAT team arrested the alleged shooter. Soboleski did not have the alleged shooter's ID, but I'll get that and update it on the blog when I have it. An individual - also unidentified - who was with the shooter turned himself in to gang detectives, Soboleski said. The two have been charged with attempted murder.

Never heard of them. As far as being on the map, Its definitely not known like say pacoima, sanfer, van nuys, vineland, blythe, canoga, and all the other valley heavy weights. Then again I dont get out of the east side of the valley very much.

Your hood must be way past its prime and from a generation before mine. Im not saying your hood is lame. But it must be one of the smaller neighborhoods in the valley that generally go unnoticed like columbus, vincent town, langdon, and bryant st to name a few.

my barrio isnt has big or as well known as it used to be, all the homies are stretched out, and when one gets out, he picks up a case quick and back in, we have a knew click known as the elmwood street vagos, but they are not as active as the rest of the clicks, we still control our area we consider home, your tright when you said we were are past our prime... we still claim the fame and like every other barrio we have our up's and down"s

Elmwoodero, I lived in Burbank for a minute, about a decade ago. Is your hood on the part of Elmwood ave. on the east side of the 5 freeway, by the mall, etc, or that one little stretch on the west side, off of Victory, by that 24 hr donut place? I've seen little pockets of that town with what looked like gang members. Burbank has a little bit of everything. It's like a lot of LA suburbs. Has it's downtown, trendy area, then areas on the lower economic scale.

stillnoscript, we kicked it on the westside of the freeway, they dont kick it there as much anymore, but in the same area of vicory and alameda, we still consider that the barrio

Can I Get a Witness?

A few years ago, Jose Sarabia was attacked by two members of California’s Barrio Elmwood Rifa (BER) gang. Sarabia was a former member of a rival gang that was no longer operating at the time of the attack. Sarabia was beaten so badly that his skull was shattered and his eye socket crushed. Jared Moses, criminal prosecutor in the Los Angeles County District Attorney’s Office, handled the case, and he expected Sarabia to testify against his attackers during the trial.

In the lead-up to the trial, one defendant’s family member, who was also a fellow gang member, threatened Sarabia, saying that something bad would happen if he showed up in court to testify. It scared Sarabia enough to keep him away from the trial, and Moses was forced to announce that he was unable to proceed. The case was dismissed.

Unfortunately for prosecutors and crime victims throughout the country, witnesses often back out in gang-related cases. Also common are witnesses who show up to trial and deny their prior statements about the crime.

Moses estimates that intimidation causes witnesses to recant their initial testimony in at least 60 to 70 percent of gang cases in his district. Baltimore City State’s Attorney Patricia C. Jessamy testified in Congress that intimidation occurs in 90 percent of her office’s homicides.

New Jersey State Senator Raymond Lesniak (D-Union) has stated that sometimes “prosecutors will not pursue a criminal case unless there are multiple witnesses to the crime,” because intimidation is so damaging to cases. As a result, crimes are going unsolved and gang criminals are going free.

Intimidation can take many forms. In response, legislators, prosecutors, law enforcement, and even youth and community outreach groups are trying to find threat mitigation strategies to overcome the problem..

.The shot struck Jose Lopez Maldonado, 22, who was killed. The same bullet hit and seriously injured Mario Urbina-Figueroa, 23. Urbina-Figueroa, who had been shot through the chest, was recently released from St. Joseph Medical Center in Burbank after being treated for several weeks.

To help patrol crime-plagued Elmwood neighborhood, Burbank police have set up surveillance cameras in patrol cars, empty apartments and other locations to capture incidents on videotape.
