No, not really. It's usually just a transitional phase for a tagging crew turning into a gang. The DUI dress cholo but write hiphop style graff. The next step would be writing cholo style graff and adding a 13 to the name.

I'm defining West LA as the area within the West LA and Pacific divisions of the LAPD plus Santa Monica. Culver City 13 is the biggest gang in that area. The 18th St. in that area are a small clique in Palms.
