It's a term used by the "green light" gangs, whom use to be sureno and associated to the mexican mafia. Every single hood that use's the "X3" or "13", are paying homage to the top dogs, La Eme, pretty much the most organized prison gang in southern california. The gangs who decided to drop from the 13 car, consider themselves "tax free" because their not kicking up any dust towards the mexican mafia on their drug profits in the streets. An example of this would be the situation with "Opal street lokos", they used to be a full blown sureno gang and were a click of a much bigger gang at one point in time, El Sereno 13, you can read up on how they got the green light online, from what I recall, Opal street Lokos were a click of El Sereno 13, and an Eme associate went to their neighborhood to collect taxes (drug profits) from them, they refused to give it up and killed the tax collector. Word got around and the mexican mafia put a permanent green light on Opal. Lowell street was another green lit gang out in North East L.A, I don't even think their active anymore.
