I always assumed it was Rio De Janiero.

-----

Rio has high crime rates, especially homicide, in poor areas dominated by drug lords, primarily in the North Zone. As of 2007, the homicide rate of the greater metropolitan area stood at nearly 30 victims per week, with the majority of victims falling to mugging, stray bullets or narcoterrorism. In 2006, 2,273 people were murdered in the city giving it a murder rate of 37.7 cases for every 100,000 people. According to federal government research, the city itself ranks 206th in the list of the 5,565 most violent cities in Brazil and first in total number of firearm-related deaths. Between 1978 and 2000, 49,900 people were killed in Rio. The Urban Warfare involves drug-traffic battle with police fighting against outlaws, or even corrupt policemen on their side.

Rio de Janeiro's low paid and ill-equipped police are violent as well, it has been said. In 2007, the police allegedly killed 1,330 people in the state, an increase of 25 percent over 2006 when 1,063 people were killed, in 2003 that number plateaued at 1,195. In comparison the American police killed only 347 people in whole of the United States during 2006. The average Rio policeman earns only R$874 a month or R$10,488 (around US$6,000) a year.

Probably Rio de Janeiro, the home of Rocinha the largest favela, however Rio has over 1400 favelas. Google Rocinha.

The United Nations did a study on Sao Paulo which said that the city alone is responsible for 1% of all the murders worldwide. So i guess that would be it.

In the meanwhile i found this.
Brazilian police commit murders on behalf of drug gangs, says UN expert

15 September 2008 – Brazil’s police are responsible for a significant proportion of the 48,000 murders committed every year, a United Nations human rights expert said today in a report heavily criticizing law enforcement in the South American country.

Cant find it anymore, but you are probably right that the numbers are exaggerated. What i found though, is that there are more then 20,000 people arrested for murder in Sao Paulo alone right now. A tough city either way....

Brazil’s Powerful Prison Gang
Introduction

Brazil has long suffered from one of the highest rates of urban crime in Latin America, a problem the government has addressed by imprisoning large numbers of criminals (its prisons house some 360,000 inmates, the fourth-largest population of inmates in the world). Violent crime has dropped since 2000 in the state of Sao Paulo, but resulted in alarmingly overcrowded state prisons. An outbreak of prison violence in May—so severe it paralyzed the city of Sao Paulo for four days and left nearly two hundred people dead—has analysts and the public wondering if overcrowding and dire prison conditions may pose a wider threat to public safety. There is particular concern about the gang that staged the May attacks, the Sao-Paulo-based Primeiro Comando the Capital (PCC), or First Capital Command.

What is the crime situation in Brazil?

Five Brazilian cities—including Rio de Janiero and Sao Paulo—rank among the fifteen most violent in Latin America, a region which has emerged as the world's most violent. According to the Brazilian government, the 2004 murder rate was 26.9 per 100,000 people (in comparison, the United States’ 2004 murder rate was 5.5 per 100,000 people). Experts say the crime problem is fed by unequal income distribution combined with endemic poverty. Out of a population of some 180 million, roughly 50 million live in poverty, reported a 2003 World Bank study.

The Brazilian government has addressed urban crime by putting more people behind bars. Sao Paulo state, the territory of the PCC, contains about 22 percent of Brazil’s population but 44 percent of its inmates. “Conditions in the prisons are horrendous,” says Elizabeth Leeds, an expert on urban violence and former head of the Ford Foundation in Brazil. Many do not even provide inmates with clothes, toiletries, or mattresses.
What is the PCC?

The PCC is a Sao-Paulo-based prison gang that seeks to improve prison conditions and prisoners’ rights. Started in 1993 at a soccer game at Taubate Penitentiary in Sao Paulo, the PCC sought to avenge the victims of the 1992 Carandiru Massacre, in which the Sao Paulo state military police killed over a hundred prisoners. In 2001, the group coordinated simultaneous rebellions in twenty-nine Sao Paulo state prisons, but did not enter the public eye until the May 2006 prison attacks. Two subsequent waves of violence in July and August have increased concerns among prison wardens, the government, and the public about the power and reach of the organization.

Estimates of the PCC’s membership vary widely; the Brazilian police and media agree at least 6,000 members pay monthly dues and are considered part of the organization’s hierarchy. Samuel Logan, a Rio de Janeiro-based journalist, says PCC members are imprisoned for crimes ranging from car theft to bank robbery to "formação de quadrilha" (formation of a criminal gang), but many are still awaiting trial, which enables them to have access to legal counsel. According to testimony by two members of the Sao Paulo Department of Investigation of Organized Crime, the PCC controls more than 140,000 prisoners in Sao Paulo state. Logan says that inmates in prisons controlled by the PCC are not necessarily members but might “say they are members to keep themselves alive.”

In terms of weapons, the bandits of RJ are the best equipped in Brazil in terms of organization of St. Paul the bad guys are the best. Now believe me, these two cities are not even among the 10 cities with more murders.

if they think the Rio de Janeiro is dangerous, try being a teenager in other cities in Brazil.

in the last 30 years, more than one million people were murdered in Brazil.

Google translate.

I know this thread is/was inactive since last year but since then, a lotta things have changed.. Northeast Brazil is surely the most violent part of the country, nowadays Sao Paulo is way more violent than Rio de Janeiro and as far as I'm aware, Brazil's homicide rates is higher than in countries with wars officially declared. Around 50,000 people die victims of violence every year here.

Just thought I should update yall about the current situation.

I'm from Brazil, and the worst place isn't Rio in my opnion is Maranhão a northeast state
It is the poorest state & homicide rates and criminality are high.

Segundo o "Mapa the Violência 2013", os estados mais violentos do Brasil são Maranhão, Alagoas, Espírito Santo, Pará, Bahia e Paraíba;

Stop thinking that Rio de Janeiro are the worst, he's not even on the list
the most dangerous capital is on northeast area not southeast, despite the factions which are larger and more organizate in southeast.

Stop tripping. Rio & São Paulo still the most violent cities in Brazil. Maranhão is only dangerous inside the prisons. Espirito Santo isn't so dangerous, Pará & Bahia same as Espirito Santo and I don't consider Paraíba a dangerous state.

Also São Paulo & Rio de Janeiro got the most dangerous "gangs" on Brazil. PCC, TCP, ADA, CVRL and Milicianos. Both states still the most dangerous place in Brazil since the 80's.
