In America, the worst places I'd say are teh "country ghettos," because it's not only rural to begin with, but the people there have limited programs to begin with on top of that many of these former failed farmers have too much pride to seek aid.

They live in tin shacks and claim not to be homeless, without electricity and stuff. I saw it on some t.v. special thing, I don't know the specific city but they said it's like that in many really small town or country places in midwest/central and some in the south.

But Buffalo is experiencing a lot of homicides for the small population that it has, and their news media doesn't even come to Niagara Falls anymore. So if somebody gets shot its a surprise to even see it on the 4th page of the newspaper.

However it seems most of the shootings in Niagara Falls have been non-fatals. I don't think anyone here knows how to aim right. And I think that people in other parts of the country think that it's all white people here and that isn't correct at all.
