Late last year and earlier this year, the city of Monrovia was having black and brown shooting almost everyday. started out Black Gang Vs Latino Gang, then turned to just targeting blacks and Latinos. A few things made the black/brown issue heat up. The Hispanic population grew and started occupying neighborhood that were once perdominately black (Firestone area where F13 and ECC have issues). This included imposing "Taxes" for all Surs, which pretty much made "Maravilla" famous, cuz they wernt with that initially. Purging all blacks from Hispanic Gangs. This all increased tension between blacks and Hispanics.
