LW is right Rasta Locos is a click of Otay 13. Otay 13 is from the city of Chula Vista (San Diego County). One of the oldest gangs in SD County (1920's/1930's). The Rasta Locos click (RLS) was made up of stoners sometime in the '70's or '80's. They also have two other clicks:

Riverbottom Locos (RBL/RBLS), named so because the click is near the Otay River bottom (was made in the '70's and still reps hard today), and a recent click 13 Boys (13BS). From what I've been told, there has been a lot of clickas in the past, but they all died off. The only ones I'm familiar with are RLS, RBLS, 13BS, and a click from the 1950's/1960's called Yatos (YTS).

Otay 13 is one of the more notorious SD County Sureno gangs, along with: Old Town National City (OTNC) , Varrio Shelltown (VST), Varrio Logan Heights (VLH), Sidro (VSY), and East San Diego 13 (ESD13). All those gangs have big time representation in Cal DOC.....generations of representation. They have also either mad headlines continuously (OTNC, VST, VLH), or they have governed their varrios with extreme violence since the '30's/'40's (ESD, Sidro, Otay, OTNC), or they have been known to cause a lot of general havoc in their communities fro a long period of time (all listed).

Other SD Sureno gangs that are on the radar: Del Sol (DS), Varrio Chula Vista (VCV), Barrio Sherman (SM), Varrio Posole Locos (VPLS), Iris avenue 13 (IA13), Southeast Lokos (SELKS_, Imperial 13 (IMP13), Esco Diablos (EVD), Nestor 19th Street(NST19), Varrio San Marcos (VSM), Esco West Side Gang (WSG), Lomas 26th Street (LM26), Vista Homeboys (VHB), Paradise Hills Locos (PHLS), NC Block Boys (BBS), NC Locos (NCLS), NC Mob, Center Street Locos (CST), Varrio Market Street (VMKT), and Varrio Encanto Locos (VELS).

All those gangs:
have a lot of history (VCV, SM, VPLS, IMP13,VMKT, VELS, LM26)
have a lot of soldiers in Cal DOC (VCV, DS, MKT, VELS, SELKS, SM, IMP13, VPLS)
have a lot of soldiers continuously on the steets (DS, SELKS, SM, VPLS)
have eMe keyholders (VCV, DS, SM, LM26, PHLS, BBS, NCLS, NCMob, CST)
known to govern with extreme violence (SELKS, IA13)
have injunctions on them (NST19, VPLS, CST, VHB, VSM, WSG, EVD)
make headlines more often than others (SELKS)
smaller gangs that are notorious for holding their own against larger rival gangs (VCV, LM26, IA13, VMKT)

Yeah...a lot of people trip on that name...but the crazy thing is...I forgot that there was a gang made up of Chicanos from National City and Chula Vista in the early '90's...they were called Rasta Boys! For the same reason though...they smoked a lot of yesca, and they bumped reggae all the time.
