Neighborhood Crips

I don't know if this has been covered before since I can't enter the other Crips subforums, but I wonder how did the name "Neighborhood Crips" originate? When did sets such as the 60's, 40's, 90's, 111, 62 and 89 East Coast and others begin to identify as such? That's an interesting name for a gang.
