The figures, which come from a 2009 report by the Justice Department, show that Brooklyn has anywhere from 3,500 to 9,999 alleged gang members — the highest number in the city. The Bronx and Queens each have between 2,500 to 3,499 alleged gang members, and anywhere from 500 to 2,499 alleged gang members reside in Manhattan and Staten Island respectively.
Based on this report the high estmate for the NYC gang population is 19,000, the low estimate is a little over 10,000.

So, the 1970's atand as the peak era for gang banging in NYC. 25,000 gang members city wide, 11,000 in the Bronx.
