The Rikers Island Population In The 1990s was at least 75% black,plus if there were many other homegrown black organizations in NYC like Zulu and The NGE(5% Nation) then they were not major factors to contend with .Either that or they looked the other way of their brothers plight which is disappointing from the stores we hear.

But the only other logical reason for that, is blacks in Rikers Island in the 1990s were not outnumbered at all. Since most of the population was black. On the contrary there are stories that the Netas were getting abused by the UBN,so the NETAS created an alliance with the Latin Kings to combat bloods

This article is from the New York magazine about Rikers Island Prison population in June 1981.Its on the 3rd paragraph page 24,were it says the Prison population at rikers was 65% population, I can't see the numbers blacks and hispanics in prison drastically changing in that period of time.

This in an excerpt of Rikers Island in 2012 even up until today it was 57% black and 33% Latino, I doubt it was predominantly black.

Eighteen percent of these people are already sentenced to City jail time, with an average length of stay of 38 days, and the rest are detainees awaiting trial or prison bound. Here below you can see the demographics of Latinos increasing in the early 1990s but even by then the prison population was still predominantly black.

In New York City, blacks made up 25.6 percent of the population in 1990 and Hispanic people 23.8 percent. By now, the Hispanic population may be larger than the black population, given the vast disparity in growth rates. In the 1980's, the number of black New Yorkers increased by 9 percent, while the Hispanic population increased by 27 percent.
In the early 1990's, said Dr. Joseph J. Salvo, who heads the population division of the New York City Planning Department, the emigration of blacks from the West Indies decreased somewhat, while the influx of Hispanic immigrants from the Dominican Republican intensified.
This report says criminals on probation in the most crime prone neighborhoods are 50% black and 30% Latino.

That overall probation of convicts 16-24 citywide are 50% black and nearly 1/3 latino, so its safe to deduce that most of the prison population Rikers Island was black.

The Vera Institute of Justice reports that up to 60% of adolescents ages 16-18 in New York City jails read below a fifth grade reading level.ii A research study by Public Private Ventures has demonstrated that two-thirds of young adults returning from New York State prisons never return to school.iii Of the 27,000 people on probation citywide, approximately 8,000—or almost one third—are teens and young adults between the ages of 16 and 24. Of these 8,000, 84% are male; almost half are Black and nearly one-third Latino.iv Evidence indicates that post-release education has a significant impact on reducing recidivism.
Now keep in mind that many of the Latinos counted would of been Dominicans, which were not considered legit Latinos back then, Dominicans some what did their own thing , and were very frowned upon by Puerto Ricans and not allowed in the circles. Only a few Dominicans joined PR gangs like LK and Netas.

This quote below shows you that the Latin Kings and Netas were at war during the pre-UBN years and had begun to band together when the bloods became black treachery machine that threatened the livelihood of the Latinos in Rikers Island. By this time the Latinos had it in mind it was no time to play around.

Jose Cruz, 26, a leader of the Latin Kings in the jails, acknowledged that members are sometimes violent, but said it was mostly to defend themselves from abusive officers. He said there were racial tensions between Hispanic inmates and black officers, who make up 58 percent of the uniformed staff.


"They see a lot of Latinos sticking together and they can't pick on us like they used to,
so they call us names and one thing leads to another," he said in a telephone interview from the Brooklyn House of Detention, where he awaits trial for drug sale charges.


The unit, part of the 1,100-bed maximum security jail on Rikers, the James A. Thomas Center, is reserved for inmates who have behaved violently while in jail. This is also shows that the population of blacks on Rikers Island was twice of that of Latinos.

They use that Latin King shit as a way to have a history and purpose behind they fake gangbangin......those Latin Kings aren't original either in New York.....what's funny is they both use 5 point stars but suppose to be enemies.....new York cats don't have gangbangin mentalities.......they do have a copycat mentality.......its crazy because Bloods started in 1973 in Los Skanless not on rikers island in 1993......smdh........I can speak on them because I was locked up with a few when I was on the East Coast......this was in 2000 and I asked the new York nigga when they started Bloods in NYC and he said 1997......either way wanna be's and will never be respected......

In the beginning it was because of Rikers island race problem with the Latin Kings, Ñetas and La Familia being excessively aggressive toward blaccs. However, the combination of the rapid rate of their growth, their victory over the Latino gangs and the emergence of the NYC Crips...they focused their attention elsewhere. Not only that, they lost the leader that created the UBN for the purpose of unifying blaccs. OG Mac was labeled a rat and his set was to be attacked on sight. Then of course they wanted to follow L.A. tradition, so they ensured that there would Ce no truce with the Crips. We were to Ce attacked immediately. I just came home from doing 14+ years and till this day that’s all they focus on...the ones who have claimed to fight oppression are now the oppressors.
